I'm working on an article series on how to create a blog in joomla. It's still far from finished, but meanwhile you can check out this:

That's not possible. A CMS system is dynamic and for something like that you'll always need a database

This is an old message, so I'm not sure if the course is still available for free. It's an interesting course for someone who is new to blogging. But if you already have some experience, you won't learn much new.
